The short version: Amodei built Anthropic on the bet that pouring more compute and data into models keeps making them predictably smarter — the scaling thesis — while insisting that the same trajectory demanded unusual care, what he called stewardship. He was the optimist who kept a loaded warning in his pocket. Back in July, in our episode 23, we watched him ask, in effect, for a kill switch on his own systems.
So the surprise in "Pace the Frontier" is not that Amodei is worried. He has always been worried. What's changed since is the verb. Stewardship meant build carefully and stay in front. Pacing means build slower on purpose — and ask everyone else to as well. That is a real move, and it is worth understanding precisely before deciding what it means.
What Amodei is actually asking for
Start with what the essay is not. It is not a pause, and not a moratorium. Amodei's phrase is that "we must slow the pace at which we improve the capabilities of AI models" — keep shipping, keep deploying what already exists, but lengthen the gap between each leap in raw capability by one to two years. The point of the delay is to let interpretability, testing and governance close the distance on systems nobody fully understands yet.
He offers a three-part plan, and its structure is the tell. Step one: embed independent, third-party evaluators inside frontier labs with permanent, employee-level access — desks, credentials, and a contractual right to publish what they find. Anthropic says it will do this unilaterally, though the essay names no date, only "the near future." Step two: get the democratic-country labs to agree on shared safety checkpoints and speed limits — which, because it asks direct competitors to coordinate their roadmaps, would require Washington to grant a narrow antitrust waiver. Step three reaches furthest, toward a limited understanding with China on the narrowest catastrophic risks, AI-assisted bioweapons and acute cyberattacks — and Amodei concedes this leg is closer to an aspiration than a plan.
So the plan that reads as industry-wide is, in binding terms, one company opening its own doors and two invitations for others to follow. That asymmetry is not a flaw in the summary; it is the essay.
The line that made everyone stop
Essays about pacing don't trend. One sentence in this one did. Amodei writes that a swarm of AI agents, left to coordinate, could within six to twelve months be "capable of taking over the entire internet with a persistent botnet," potentially causing hundreds of billions of dollars in damage. Treat the number as his claim, not a forecast with a probability attached. "Capable of" is doing a lot of work — capacity is not intent, and no botnet has done this. But the mechanism he's pointing at isn't science fiction, and pairing a specific harm with a specific clock is exactly how you make an abstract safety case land on a policymaker's desk. Which is also, not coincidentally, what an essay written to move Washington needs to do.
He didn't swing from optimist to doomer — his ask moved
Here is where the "he flipped" reading falls apart. Amodei's optimism is on the record and it was extravagant: his October 2024 essay, "Machines of Loving Grace," ran to some fifteen thousand words arguing that safe, powerful AI could compress a century of progress into five to ten years — curing most disease, doubling the human lifespan, lifting much of the world out of poverty. The same man has long put the odds of catastrophe somewhere around ten to twenty-five percent. Both hands were always full.
What moved is the assessment underneath. Amodei says the idea of slowing down "made little sense" in 2023, but that "the picture is totally different" now — because recursive self-improvement, AI building the next AI, began accelerating sharply around this summer. That is the honest delta: not a change of values, but a change of belief about how close the dangerous part is. In 2025 he said the bus couldn't be stopped. In 2026 he decided the bus is speeding up on its own, and asked everyone to lift off the accelerator together.
Where it sits in the industry's fault lines
Line "Pace the Frontier" up against the camps and it agrees with each just enough to disarm it. To the safety camp, it says the thing they've wanted a frontier CEO to say out loud: capability is outrunning control. To the accelerationists, it offers cover — this is explicitly not a pause, deployment continues, the money keeps flowing. The camp it does not accommodate is open source. An embedded evaluator can sit at a desk inside three or four big labs. It cannot sit inside every laptop, university cluster and downloaded set of open weights. The essay never says "restrict open models." It doesn't have to — a governance regime built on permanent, on-site supervision of frontier developers is one that open-weight AI, by design, cannot comply with. That is the seam critics pulled at hardest.
A slowdown every rival endorsed
The reception is the second half of the story, and the striking thing is who lined up where. The rivals said yes. The resistance came from government and from the open side of the industry.
Interrogate the yes. A coordinated speed limit set by the current leaders freezes the current order: it slows the people at the front by a year or two, and it slows everyone trying to catch them by rather more, since the chasers are the ones who most need to move fast. The pushback tracks that logic exactly. The White House AI czar David Sacks called it "regulatory capture" and an "election-season psyop." The most defensible read is that Amodei believes every line of the essay and that it also serves his company beautifully — and that the second fact does not depend on the first being false. A true warning can be a great advertisement. A genuine safety proposal can also be the load-bearing wall of a moat. Sincerity changes the author's conscience; it does not change what the document does in the world.
What it does is set an agenda others now have to answer — including, this week, a room convened by King Charles to ask the labs whether they can agree on a shared set of principles at all. That is a different story, and its own episode. For now the honest verdict is narrower and, I think, more useful than either cynicism or applause: the strongest case for slowing the frontier arrived in a form that happens to entrench the people who run it. Watch whether Anthropic's evaluators actually take their desks, and how hard anyone lobbies for that antitrust waiver. Those two things — not the essay's prose — will tell you whether "Pace the Frontier" was a brake or a fence.

Alex: This is the half that genuinely surprised me. The rivals — his direct competitors — said yes, and fast. Altman, over at OpenAI, said "we will do the same" on the evaluators, and matched that one concrete commitment. Musk, at xAI, wrote three whole words: "Dario is right."
